Go to any file in your chat that you want to save to laptop or view on mobile. click on file or the three dots on its right side and options will pop up. Choose 'save to downloads'. it will create a folder -telegram in your downloads folder. internal storage/download/telegram. the file will appear in that location. Then you can use it.
